    /Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of  AECC COMMERCIAL AIRCRAFT ENGINE CO.,LTD  (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.

 

1、  招标条件 / Bidding Conditions

项目概况/Project Overview：本次招标对象为动态数采系统，动态数采系统主要包含前端数采调理模块、后端数采控制系统、数据存储与管理系统和数据控制、监视与分析系统等组成部分，用于航空发动机整机、核心机及部件试验时转速、振动、脉动、动应力、轴向力及声学参数的采集、监视、存储、管理与分析，可监测发动机出现的振动超限、不平衡、不对中、转子弯曲、喘振等故障信号，为发动机安全运转提供支撑。

现招标人资金已到位，具备了招标条件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投标人资格要求 /Qualification Requirements For Bidder：

1）遵守国家法律、法规和条例。境内投标人须具有独立法人资格的企业，提交营业执照复印件；境外投标人须提供有效的企业登记证明材料；

2）投标人具有3套256通道及以上动态数采系统的供货业绩（代理商可提供相应制造商业绩），投标人须提供上述设备的合同复印件（合同内容应能体现甲乙双方盖章页、合同签订时间、标的物名称、关键指标等主要内容），所提供的材料需能证明256通道可按照一套设备使用；

/ The bidder has 3 sets of 256-channel and above dynamic data acquisition system supply performance (the agent can provide the performance of the corresponding manufacturer), the bidder must provide a copy of the contract of the above equipment (the content of the contract should reflect the seal of both parties, The main content of the contract signing time, the name of the subject matter, key indicators, etc.), the materials provided must be able to prove that the 256 channels can be used according to a set of equipment.

3）投标人应为制造商或代理商；如为代理商，则应取得相应制造商对本项目的正式授权原件；

/ If the bidder is an agent, a formal sales authorization must be obtained from the manufacturer and the certification document must be provided in the bidding document.

4）境内投标人提供中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业其本存款账户编号的说明文件原件或复印件；

/ The domestic bidder shall provide a copy of the bank account opening license issued by the people's bank of China. Or the copy of the explanatory document with the basic account number issued by the bank that opens the basic account.

5）投标人须提供其开户银行在开标前三个月内开具的资信证明原件或其复印件（提示：复印件须有效），其中境内的投标人提供由其开立基本账户的银行开具的资信证明；

/ The Bidder shall provide the bank reference letter issued within three (3) months prior to the time of bid opening in original or it copy(tip: the copy must be valid). The domestic bidder shall provide the credit certificate issued by the bank that opens the basic account .

6）投标人须提供近三年（2018年至2020年；若2020年暂无，可提供2017年至2019年）财务审计报告（财务审计报告需包括资产负债表、现金流量表和利润表，三表缺一不可），如成立不满三年，则提供成立以来的第三方财务审计报告；

7）投标人应提供《供应商知识产权声明》（详见：《附件3：供应商知识产权声明》）；

8）投标人使用招标人采购合同模板（应在商务条款响应/偏离表中做出响应或在承诺书中做出承诺）

4、本次招标不接受联合体投标。/ Joint Bids is NOT Available.
