上海机电设备招标有限公司（以下简称：招标机构）受 中国航发商用航空发动机有限责任公司 （以下简称：招标人）委托，对下述货物和服务进行国际公开竞争性招标，我们竭诚欢迎合格投标人参加投标。

    /Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of  AECC COMMERCIAL AIRCRAFT ENGINE CO.,LTD  (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.

 

1. 招标条件 / Bidding Conditions

   项目概况/Project Overview：中国航发商用航空发动机有限责任公司在商发临港科研试验区设计、制造涡轮综合试验器。主要用于高压涡轮(HPT)和低压涡轮(LPT)试验测试。/ AECC plans to design, build and operate a Turbine Test Facility at their new facilities located southeast of Shanghai, China. The TTF is designed to facilitate for high-pressure turbines(HPT) and low-pressure turbines(LPT).

   现招标人资金已到位，具备了招标条件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投标人资格要求 /Qualification Requirements For Bidder：

1) 遵守国家法律、法令和条例，在中华人民共和国境内登记注册的，具有独立法人资格的企业，提交营业执照复印件；境外投标人须提供有效的企业登记证明材料；

/ The bidder registered in the People's Republic of China shall provide a copy of the business license; Overseas bidders shall provide valid enterprise registration documents

2) 制造商应有ISO9001证书或者同等质量体系的证书；

/ The manufacturer should have the certificate of ISO9001 or similar certificate.

3) 制造商应具备30吋或以上带有调节孔板的调节球阀的供货业绩，制造商应提供近十年内清晰的供货合同复印件或者采购订单复印件(应包括用户、磅级、温度、尺寸、材质、介质等信息)以证明其能力；

/ The manufacture should have the delivery records of ball valve with trim of 30 inch or larger than 30 inch. The manufacture should provide a clear copy of the supply contract or the copy of the purchase order (should include name of the user, valve class, temperature, size, material, medium etc.) within the last 10 years to prove their ability.

4）制造商应具备24吋或以上Globe调节阀的供货业绩，制造商应提供近十年内清晰的供货合同复印件或者采购订单复印件(应包括用户、磅级、温度、尺寸、材质、介质等信息)以证明其能力；

/ The manufacture should have the delivery records of Globe valve of 24 inch or larger than 24 inch. The manufacture should provide a clear copy of the supply contract or the copy of the purchase order (should include name of the user, valve class, temperature, size, material, medium etc.) within the last 10 years to prove their ability.

5） 投标人提供的阀门必须在中国境内有制造厂授权或者厂家直属的维修工厂（需提供证明文件），该工厂应具备维修本批次所有阀门的能力；

/ The valves provided by the bidder must have a repair factory in China，which authorized by the manufacturer (issue an authorization document) or belonging to the manufacturer (provide supporting documents).And the repair factory should have the ability to repair all the valves in this batch.

6）投标人若为代理商，则必须取得阀门生产厂的正式销售授权，并在投标文件中提供证明文件复印件。

/ If the bidder is an agent, a formal sales authorization must be obtained from the valve manufacturer and a copy of the certification document must be provided in the bidding document.

7）提供近三年（2016-2018年）的年度财务报告（上述财务报告包括资产负债表、现金流量表、利润表）；

/ Provide annual financial reports for the past three years (2016-2018) (including balance sheet, cash flow statement and income statement)

 

4、本次招标不接受联合体投标。/ Joint Bids is NOT Available.

     未领购招标文件是否可以参加投标：不可以。

招标文件购买时间： 2020 年 3 月 13 日至2020 年 3 月 20 日，每天（节假日除外） 9  时至 11 时 30 分，13 时 30 分至 16 时（北京时间）

/Time of Selling Bidding Documents：from 2020-3 -13 to 2020-3-20 , the deadline at working time

9:00-11:30，13:30-16:00 (Beijing Time).

招标文件售价：每套售价： 1000 元人民币，或 150 美元，售后不退。
