1、 招标条件 / Bidding Conditions

项目概况/Project Overview：本次招标对象为核心机起动规律试车台数据采集系统以及油门杆操纵系统。油门杆操纵系统包括油门杆、油门杆控制器、角度解算器、连接电缆、接口面板及软件。数据采集系统硬件主要包含采集硬件、数采计算机、GPS时钟同步服务器、数据库服务器、WEB应用服务器及线缆附件等。数据采集系统软件主要实现总控、性能分析、试验监控、数据显示、数据管理和通信等功能。

The objects of this tender are the hardware and software of power lever system and static data acquisition system. The power lever system contains the power lever, power lever controller, angle resolver, cables, interface panel and software. The hardware of data acquisition system mainly includes acquisition hardware, data acquisition computer, GPS clock synchronization server, database server, WEB application Server and cable accessories. The functions supported by the data acquisition system software shall include general control, performance analysis, test monitoring, data display and data management, communication, etc.

现招标人资金已到位，具备了招标条件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投标人资格要求 /Qualification Requirements For Bidder：

1）遵守国家法律、法规和条例。境内投标人须具有独立法人资格的企业，提交营业执照复印件；境外投标人须提供有效的企业登记证明材料；

/ Comply with national laws, regulations and regulations. Domestic bidders must be an enterprise with independent legal personality and submit a copy of business license; overseas bidders must provide valid enterprise registration certification materials.

2）投标人近10年内至少有3套与投标货物类似规模（测量总通道数≥1000个）的稳态数据采集系统硬件或整个系统的供货业绩，需在投标文件中提供相应证明材料（至少包含甲乙双方盖章或签字页、标的物名称、通道数量证明材料）；

/ The bidder has at least 3 sets of steady-state data acquisition system hardware or the supply performance of the entire system of similar scale (total measurement channels ≥1000) with the bid goods in the past 10 years, and the corresponding supporting materials (at least include the seal or signature page of the parties, subject name, proof of the number of channels).

3）投标人应为制造商或代理商；如为代理商则应提供相应制造商对本项目的正式授权原件；

/ The bidder must be the manufacture or the agent, if the bidder is an agent, an original copy of sales authorization must be provide from the manufacturer.

4）境内投标人提供中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业其本存款账户编号的说明文件原件或复印件；

/ The domestic bidder shall provide a copy of the bank account opening license issued by the people's bank of China. Or the copy of the explanatory document with the basic account number issued by the bank that opens the basic account.

5）投标人须提供其开户银行在开标前三个月内开具的资信证明原件或其复印件（提示：复印件须有效），其中境内的投标人提供由其开立基本账户的银行开具的资信证明；

/ The Bidder shall provide the bank reference letter issued within three (3) months prior to the time of bid opening in original or it copy(tip: the copy must be valid). The domestic bidder shall provide the credit certificate issued by the bank that opens the basic account .

6）投标人应提供《供应商知识产权声明》（详见：《附件3：供应商知识产权声明》）；

/ The bidder shall provide 《Supplier’s declaration of intellectual property rights》（see 《The attachment 3：Supplier’s declaration of intellectual property rights》）.

7）投标人使用招标人采购合同模板（应在商务条款响应/偏离表中做出响应或在承诺书中做出承诺）

/ The bidder shall use the procurement contract template of the tenderee.

 

4、本次招标不接受联合体投标。/ Joint Bids is NOT Available.

 

5、招标文件的获取 / Acquisition of Bidding Documents

This project adopts electronic bidding and paper bidding at the same time. 投标人应在投标截止时间前将加密的电子版投标文件传至中国航发网上商城电子招投标专区(http://ebid.aecc-mall.com/)，并在投标截止时间前现场递交单独密封的纸质版投标文件。招标人只接收在投标截止时间前已成功上传了加密的电子投标文件的投标人递交的纸质投标文件。未成功上传加密的电子投标文件的投标人，其纸质投标文件也将被拒收。

Bidders shall upload the encrypted electronic bidding documents to Aero Engine Corporation of China online mall e-bidding area (http://ebid.aecc-mall.com/) before the deadline for bidding, and submit them separately on site before the deadline for bidding. Sealed paper version of tender documents. The tenderee only accepts paper bid documents submitted by bidders who have successfully uploaded the encrypted electronic bid documents before the deadline for bidding. For bidders who fail to upload encrypted electronic bidding documents, their paper bidding documents will also be rejected.
