上海机电设备招标有限公司（以下简称：招标机构）受 中国航发商用航空发动机有限责任公司 （以下简称：招标人）委托，对下述货物和服务进行国际公开竞争性招标，我们竭诚欢迎合格投标人参加投标。

    /Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of  AECC COMMERCIAL AIRCRAFT ENGINE CO.,LTD  (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.

1、  招标条件 / Bidding Conditions

项目概况/Project Overview：本次招标项目为燃油结冰及燃滑油系统低温试验器，包含燃油系统、滑油热注入系统、作动筒负载模拟系统、传动系统、试验件安装架、低温环境箱、实时仿真与模拟系统、设备管理与控制系统、配电系统。该项目为交钥匙工程，即投标人完成设备的设计、供货、安装、调试及验收工作，项目配套厂房已施工完成。

现招标人资金已到位，具备了招标条件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投标人资格要求 /Qualification Requirements For Bidder：

1）遵守国家法律、法令和条例，在中华人民共和国境内登记注册的，具有独立法人资格的企业，提交营业执照复印件；境外投标人须提供有效的企业登记证明材料；

/ The bidder registered in the People's Republic of China shall provide a copy of the business license; Overseas bidders shall provide valid enterprise registration documents.

2）投标人近20年至少设计和建造过1台燃油结冰试验器，或1台半物理仿真试验器，或1套燃油结冰试验器的燃油系统，或1套半物理仿真试验器的燃油系统。投标人应将设计和建造项目的内容和设备主要指标等关键信息进行列表描述，并附上相关设备照片，照片应清晰可识别；

/ The Bidder has designed and built at least 1 fuel icing tester, or 1 semi-physical simulation tester, or 1 fuel system of fuel icing tester, or 1 fuel system of semi-physical simulation tester in the recent 20 years. The bidder shall list and describe the key information such as the content of the design and construction project and the main indicators of the equipment, and attach photos of relevant equipment, which shall be clearly identifiable.

3）投标人应为所投产品的制造商或代理商；如为代理商，则应提供相应制造商针对本项目的正式授权原件；

/ If the bidder is an agent, a formal sales authorization must be obtained from the manufacturer and the certification document must be provided in the bidding document.

4）境内投标人提供中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业其本存款账户编号的说明文件原件或复印件；

/ The domestic bidder shall provide a copy of the bank account opening license issued by the people's bank of China. Or the copy of the explanatory document with the basic account number issued by the bank that opens the basic account.

5）投标人须提供其开户银行在开标前三个月内开具的资信证明原件或复印件；

/ The Bidder shall provide the bank reference letter issued within three (3) months prior to the time of bid opening in original or its copy.

6）投标人须提供近三年（2017-2019年）的年度财务审计报告（财务审计报告需包括资产负债表、现金流量表和利润表，三表缺一不可）；

/ The Bidder shall provide annual financial reports for the past three years (2017-2019)

7）投标人应提供《供应商知识产权声明》（详见：《附件3：供应商知识产权声明》）；

/ The bidder shall provide 《Supplier's declaration of intellectual property rights》（see 《The attachment 3：Supplier's declaration of intellectual property rights》）.

8）投标人使用招标人采购合同模板（应在商务条款响应/偏离表中做出响应或在承诺书中做出承诺）

/ The bidder shall use the procurement contract template of the tenderee.

 

4、本次招标不接受联合体投标。/ Joint Bids is NOT Available.

5、招标文件的获取 / Acquisition of Bidding Documents

     未领购招标文件是否可以参加投标：不可以。

招标文件购买时间： 2020 年 8 月 12 日至2020 年 8 月 19 日，每天（节假日除外） 9  时至 11 时 30 分，13 时 30 分至 16 时（北京时间）

潜在投标人应同时登录《中国航发网上商城电子招投标专区》http://ebid.aecc-mall.com/进行注册、报名并将付款凭证上传至《中国航发网上商城电子招投标专区》，待审核支付成功后可下载招标文件。任何未在《中国航发网上商城电子招投标专区》下载招标文件和未在招标代理机构缴费的法人或其他组织均不得参加本项目的投标。

招标文件售价：每套售价： 3000 元人民币，或 450 美元，售后不退。
