3. 投标人简要技术及资格要求

3.1 投标人简要技术要求

（1）此技术要求试验设施是具有垂直进气塔、水平段安放被试发动机，试车间截面尺寸14m×14m，以及垂直排气塔的常规U型试车台。要求进气塔及排气塔截面尺寸不小于14m×14m。

according to the technical requirement, the test facility should be conventional U-type test cell provided with a vertical intake tower and a horizontal section for placement of the engine under test, a test room with a sectional dimension of 14m×14m, and vertical exhaust tower. The sectional dimensions of the intake and exhaust towers are required to be not less than 14m×14m.

（2）试车间截面尺寸为14m×14m；发动机安装就位后，其中心线标高为7m。

The cross section of test room is 14mx14m and the central line of the installed engine is 7m.

（3）所有试车台的推力测量系统可测发动机的最大正向推力为445kN。采用动架、定架、弹簧板和测力传感器组成台架推力测量系统进行推力测量。

The maximum forward thrust of the engine that can be measured by thrust measurement system of all test cells is 445kN. The thrust measurement system is composed of movable frame, fixed frame, spring plate and load cells.

（4）推力测量和校准系统的整体不确定性为满量程的±0.2%，

The integral uncertainty of the thrust measuring and calibration system is ±0.2% of the full range.

3.2 资格要求

（1）投标人应是制造商。

The bidder must be the Goods’ manufacturer.

（2）1）国内投标人须提供以下资质证书的复印件：

①新版“三证合一”的营业执照（营业登记）；

2）国外投标人须提供以下资质证书的复印件：

①有效的企业登记证明材料；

Various qualification certificates must be provided:

For domestic bidders:

①Business License (Business Registration);

For foreign bidder:

①     Business Registration;

（3）投标方和制造商资质

Bidder and Equipment Supplier Qualification

提供知识产权声明；

The bidder should provide the intellectual property statement.

使用招标人采购合同模板。

Using the tenderee's procurement contract template.

境内投标人提供中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业基本存款账户编号的说明文件原件或复印件。

Domestic bidders shall provide a copy of the basic bank account opening license issued by the People's Bank of China or the original or copy of the explanation document with the basic corporate deposit account number issued by the bank that opened the basic deposit account for the enterprise.

（4）投标人须提供其开户银行在开标前三个月内开具的资信证明原件或其复印件，其中境内的投标人提供由其开立基本账户的银行开具的资信证明。

The bidder  shall provide the original or a copy of the credit certificate issued by the bank of the basic account opened by the bidder in China within 3 months prior to the date of bid opening., and the domestic bidder shall provide the credit certificate issued by opening bank of its account.
