项目概况/Project Overview：招标内容主要包括阀门的设计、制造、组装、运输、现场安装指导、现场调试、质保服务（指使用维护技术培训和质保期内的维修服务）等。

现招标人资金已到位，具备了招标条件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投标人资格要求 /Qualification Requirements For Bidder：

1）遵守国家法律、法令和条例，在中华人民共和国境内登记注册的，具有独立法人资格的企业，提交营业执照复印件；境外投标人须提供有效的企业登记证明材料；

/ The bidder registered in the People's Republic of China shall provide a copy of the business license; Overseas bidders shall provide valid enterprise registration documents.

2）从2010年1月1日至2020年12月31日，投标人需提供不少于3个所投阀门品牌的高温阀门供货合同的业绩，所有合同中高温三偏心阀门供货数量累计不少于5个；这些阀门的技术参数应同时满足：工作温度≥500℃和工作压力≥5MPa，提供能证明上述参数的相关材料（如：合同复印件）；

/ From January 1, 2010 to December 31, 2020, bidders need to provide no more than 3 contracts of supplying corresponding high-temperature valve products, and the total number of supplying high-temperature triple-eccentric valves in all contracts shall be more than 5.The technical parameters of these valves should meet the following parameters at the same time : working temperature ≥ 500 ℃ and working pressure ≥ 5 MPa, ,(the evidence of such parameters should be provided such as contract copy).

3）投标人应为制造商或代理商；如为代理商，则应取得相应制造商对本项目的正式授权原件；

/ If the bidder is an agent, a formal sales authorization must be obtained from the manufacturer and the certification document must be provided in the bidding document.

4）代理商应提供阀门制造厂出具的承诺书，承诺书应至少包含如下内容：阀门制造厂对该代理机构在投标文件中的阀门技术参数和供货业绩进行担保，并承诺由阀门制造厂提供售后服务。

/ The agent should provide a letter of commitment issued by the valve manufacturer, which should contain at least the following content: The valve manufacturer guarantees the agency’s valve technical parameters and supply performance in the bidding documents and promises to provide after-sales service by the valve manufacturer.

5）境内投标人提供中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业其本存款账户编号的说明文件原件或复印件；

/ The domestic bidder shall provide a copy of the bank account opening license issued by the people's bank of China. Or the copy of the explanatory document with the basic account number issued by the bank that opens the basic account.

6）投标人须提供其开户银行在开标前三个月内开具的资信证明原件；

/ The Bidder shall provide the original bank reference letter issued within three (3) months prior to the time of bid opening.

7）投标人应提供《供应商知识产权声明》（详见：《附件4：供应商知识产权声明》）；

/ The bidder shall provide 《Supplier’s declaration of intellectual property rights》（see 《The attachment 4：Supplier’s declaration of intellectual property rights》）.

8）投标人使用招标人采购合同模板（应在商务条款响应/偏离表中做出响应或在承诺书中做出承诺）

/ The bidder shall use the contract template provided by the tenderer (should respond in the business clause response/deviation table or make a promise in the letter of commitment)
