1、  招标条件 / Bidding Conditions

项目概况/Project Overview：本次招标对象为涡轮叶片综合冷效试验器的传动系统，主要包含水力测功器、齿轮箱、测扭器、高速联轴器和低速联轴器等设备。本招标技术要求用于对传动系统的最终设计、加工制造、运输、设备安装技术支持、设备调试和验收进行说明。涡轮叶片综合冷效试验器用于开展民用航空发动机单级高压涡轮的叶片综合冷效试验。

现招标人资金已到位，具备了招标条件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投标人资格要求 /Qualification Requirements For Bidder：

1）遵守国家法律、法令和条例，在中华人民共和国境内登记注册的，具有独立法人资格的企业，提交营业执照复印件；境外投标人须提供有效的企业登记证明材料；

/ The bidder registered in the People's Republic of China shall provide a copy of the business license; Overseas bidders shall provide valid enterprise registration documents.

2）从2005年1月1日至今，投标方应至少有一个8000kW以上的齿轮箱或测功器供货业绩，提供合同复印件或中标通知书；

/ From January 1, 2005 to now, the bidder shall have at least one gearbox or dynamometer supply performance above 8000kw, provide a copy of the contract or the letter of acceptance.

3）投标人应为本项目齿轮箱厂商或测功器厂商；

/ The bidder shall be the gearbox manufacturer or dynamometer manufacturer of the project.

4）境内投标人提供中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业其本存款账户编号的说明文件原件或复印件；

/ The domestic bidder shall provide a copy of the bank account opening license issued by the people's bank of China. Or the copy of the explanatory document with the basic account number issued by the bank that opens the basic account.

5）投标人须提供其开户银行在开标前三个月内开具的资信证明原件；

/ The Bidder shall provide the bank reference letter issued within three (3) months prior to the time of bid opening in original.

6）投标人须提供《货物原产地承诺》（格式详见《附件3：货物原产地承诺》）及《原产地证书》（如有）；

/ The bidder shall provide "goods origin commitment" (see attachment 3: goods origin commitment for the format) and "certificate of origin" (if any)

7）投标人应提供《供应商知识产权声明》（详见：《附件4：供应商知识产权声明》）；

/ The bidder shall provide 《Supplier’s declaration of intellectual property rights》（see 《The attachment 4：Supplier’s declaration of intellectual property rights》）.

8）投标人使用招标人采购合同模板（应在商务条款响应/偏离表中做出响应或在承诺书中做出承诺）

/ The bidder shall use the procurement contract template of the tenderee.
